Chichester Netball League Rules
Team Captains should ensure that all players have read and understood the rules.
- Affiliation
- All players must be affiliated to England Netball.
- Players can play for 1 team during the season. New players can be registered for that team during the course of the season.
- All Teams are requested to complete a Team Registration sheet which will be submitted to the affiliation secretary with affiliation monies by the deadline notified by the league. Any additions / amendments must be submitted to the league secretary.
- Matches
- All matches will be played at Chichester Dome at Bishop Otter Campus, Chichester University or Bishop Luffa, outdoors.
- Play will be in accordance with the current England Netball and Chichester Netball League rules.
- Matches will be centrally timed, play is to the umpires whistle.
- Matches will start on time. If a team is absent at the start of the match or has less than 5 players, 1 goal per minute will be awarded to the opposing team, up until 10 minutes.
- Failure of a team to turn up will result in a walk over for the opposition. 5 points and 30 goals will be awarded.
- A team cannot take the court with less than 5 players.
- Duration of the game is 4 x 12 minutes (4 x 15 in Summer League). This will be played in quarters. Breaks will be 2 minutes after the first and third quarters and 3 minutes at half time.
- Should extreme weather conditions occur teams will be informed of cancellation via FB or Whatsapp by 5pm.
- Play may be stopped for injury but no extra time will be added to that ¼.
- All teams must provide an umpire and scorer/time keeper who can umpire the match in the other round. No provision of umpires will incur fines
£20 for failure to provide an umpire, and 5 points deducted
£10 for failure to provide a scorer, and 3 point deduction
11. Score sheets must be completed and handed in at the end – or picture sent to Shaun.
- Match Cancellation by a Team
- If a team cannot field at least 5 players they may borrow a player (maximum of two) from another team or borrow from the Floater list to make their number up to 7, individual players may only play for another team twice in one season . If a team is still unable to find another player and have to cancel they should inform:

- Umpires and scorers who were due to officiate the cancelled match
- Teams cancelling matches will still need to provide an Umpire and Scorer for the other round of play. Failure to provide umpire and scorer will incur fines:
£20 for failure to provide an umpire, and 5 points deducted
£10 for failure to provide a scorer, and 3 point deduction
- A list of umpires will be provided in the league pack. If you use a neutral umpire and/or scorer a fee of £15 will have to be paid to the umpire and £5 for the scorer/time. (fees depend on Award and umpire) These arrangements are made between the teams and the umpires and do not involve the league.
- League Positions / Results
- 5 points will be awarded for a win.
- 3 points will be awarded for a draw.
- 2 points will be awarded to a team that lose but score 50% or more of the oppositions goals.
- 1 point will be awarded to teams who lose by more than 50% of the opposition’s goals.
- Point deductions – League tables will be amended and teams will be notified within 14 days of points being deducted by the Match Secretary.
- Health and Safety Rules
- This is primarily an adults league but if there are players U16 then they must be accompanied by a responsible adult.
- The league would prefer that pregnant women do not play but can umpire and score/time keep.
- All jewellery must be removed before taking to the court. Wedding rings may be worn but must be covered by tape/plaster to the satisfaction of the umpire. Medical alert bracelets may be warn if secured. Any piercings that can’t be removed can be taped but the player then takes the court at their own risk.
- Baseball hats, gloves, hairclips and hair combs are not allowed to be worn during play.
- Nails should be cut short and be smooth, this will be checked by umpires before each match.
- Netball Attire – Must consist either of netball skirt/ dress/shorts, vest top / t-shirt/sport shorts. Leggings are permitted. Umpires can refuse players to play, if the inappropriate clothing is worn due to health and safety reasons.
- The chewing of any substance, e.g. gum, by any player is forbidden during play.
- If a player is cut or grazed during play the following must be adhered to:
- The umpire must advise the player to leave the court or a player must advise the umpire so they can leave the court. If a substitution occurs, and her bib given to the incoming player, the injured player may not return.
- Any wound must be cleaned and adequately covered to the satisfaction of the umpire.
- Blood stained clothing must be cleaned or replaced.
- The ball and court must be cleaned if necessary.
- A player can only return to a game if the above has been actioned; please note no time will be added for injury. Matches will only be stopped in the event of a serious injury.
- Teams are responsible for providing their own team first aid kit.
- All accidents should be reported the guarding committee member, where first aid assistance is available if required. If you have an accident and it is not recorded this will impact on any affiliation claims made.
- The league would prefer players not to wear glasses whilst playing netball. If any player chooses to wear glasses, they do so at their own risk. Any accident involving glasses will not be covered from the Affiliation Insurance. Chichester Netball League does not accept any responsibility for players who choose to wear glasses.
- Disciplinary Rules
- Players should respect and accept the umpire’s decision at all times. Unfair remarks both on and off the court are not acceptable at any time. Team captains need to ensure that all players and supporters adhere to this policy. The umpire’s job can be very difficult and without them there would be no match.
- Any verbal abuse directed at the umpires, players or committee members will result in one of the following at the umpire’s discretion:
- Warn a player and / or team official
- Suspend a player for a period at the discretion of the umpire
- Order a player to leave the court and take no further part in the game; the player cannot be replaced.
- Further action may be taken by the committee if a team has been disciplined under rule 7 more than once or if the committee feels that other action is required immediately.
- Any other disciplinary matter not covered in pervious rules, will be discussed by the committee and appropriate action will be taken. The Committee reserve the right to suspend or ban any players found to be breaking league rules or EN rules.
- Any Complaints should be made in writing to the Committee within 6 days of the match being played. Reports will then be requested from both umpires and the opposing team. The complaint will then be considered by the committee and the parties involved will be informed of the decision within 7 days of that consideration.
- CNL would like to remind all players and affiliated members to be very careful when using social networking sites to post, like, tweet or make detrimental or controversial comments about a match, any of the players, or the officials.
- Clarification for deduction of points
3 Points deduction will occur for the following:
- For a team which fields a non-affiliated player who has already played 2 matches.
- For non-attendance at League meetings and AGM. Team representatives, who may be late / unable to attend must ask another member of their own team to attend. Players/volunteers from other teams cannot represent other teams.
- Each team must fulfil their officiating roles in the other round of matches. Failure to undertake duty will incur a 3 point deduction. See rule 6 for Appeals / Complaints procedure.
- General
- Chichester Netball League will not be held responsible for any injury or loss of personal possessions.
- Each team must provide a minimum of one representative for the AGM and League meetings. Any team who fails to have a representative from their team will have 3 points deducted.
- All fines must be paid within 21 days. Any team who has not paid their fines will not be allowed to fulfil their fixtures until fines have been paid. Fines will be applied for matches not completed.
- If any team or player does not abide by the rules of the league, the League Committee will review the situation and take action where appropriate
